The following division of responsibility is fixed setting for Project FCRED. Personnel should not treat Personnel Records, Central Accounting, or the bulletin channel as interchangeable titles.

2. Site operations & revisions

All portal pages, Form revisions, Form Library reports (CA-RPT series), and the Disbursement Program Registry (CA-DISP) are issued under the authority of Central Accounting · Personnel Compensation Office. Sub-desks (IP Desk, Outreach Desk, Outreach & Allocation Desk) publish within that office  Ethey are not separate operators.

3. Bulletin updates on X

Public announcements  Emint status, program openings, responses to selected personnel filings  Eare posted on Central Accounting’s bulletin channel (@FCRED_CA). That channel is also described as a Personnel Records public channel because filings are submitted there; the voice remains Central Accounting, not a separate social team.

1. Purpose of this report

Central Accounting is issuing this memorandum to adjacent divisions regarding the personnel portal now accessible via authorized direct channels. The portal is not a public marketing site, a securities offering, or an official SCP Foundation wiki property.

2. Why the portal was established

Numerous tokens have been launched as SCP-adjacent memes. Project FCRED began from a different prompt: Foundation Credit (FCR) — the dedicated internal currency Foundation personnel already use for salaries, canteen purchases, and facility services. Treating that ledger as a real-world community artifact, the creators concluded, was a stronger joke than another object-number ticker.

Memecoin distribution imposes constraints. This portal therefore maintains a deliberate distance from the SCP Foundation wiki and official community institutions — no implied endorsement, no Overwatch voice, no wiki branding. Project FCRED is unofficial fan work first; any Solana token reflects that in-fiction currency ledger, not as a claim on Foundation canon or as a portal access card.

Central Accounting's hope is narrow and earnest: if FCR introduces new readers to Foundation fiction — through price indexes, orientation forms, and accounting deadpan rather than investment hype — the portal will have served a purpose beyond the chart. The following capabilities support that aim:

• Foundation Credit (FCR) as the in-universe internal currency — fiction first, separate from portal access cards.
• Access cards (Form PAM-CK-001) — required personnel identification for Central Accounting portal access.
• Personnel tools — orientation (Form TRN-OR-001) and bulletin filing (Form CA-14).
• Transparent operations — documented infrastructure funding via the Operations Fund, with no holder rebates or treasury gimmicks.
• Community gathering — a place for fan works, discussion, and personnel filing on public channels without pretending to be official wiki staff.

The portal deliberately avoids investment-LP language. FCR may exist as a Solana token for community recognition, but this interface treats it as the in-fiction internal currency ledger, not equity, employment, or a portal access card.

1. Summary

Project FCRED holds copyright and related rights in the Foundation Credit name, FCR token branding, portal copy, access card layouts, and original artwork published here. This report clarifies what Central Accounting welcomes versus what requires restraint.

2. Encouraged uses (fan creative works)

Central Accounting welcomes and encourages non-commercial and community fan use including:

• Fan fiction, art, videos, and memes referencing FCR, Site-19 canteen prices, or access cards.
• Creating and sharing access cards from Form PAM-CK-001 — including HR-style filing on X or Reddit.
• Derivative personnel scenarios  ED-Class coffee complaints, pay slip jokes, MTF expense reports, etc.
• Cosplay and profile imagery using exported card PNGs, provided no real credentials are implied.
• Community tokens of recognition — holding FCR as in-fiction currency, not as a profit claim or portal credential.

We are genuinely pleased when fan works spread. Attribution to Project FCRED or @FCRED_CA is appreciated but not mandatory for casual fan content.

3. Uses that are not welcome

• Impersonating the official SCP Foundation wiki, its staff, or real-world regulators.
• Claiming employment, clearance, or official Foundation endorsement.
• Promising returns, guaranteed listing, or “official Einvestment partnerships.
• Using FCR marks on phishing pages, wallet drainers, or counterfeit mint addresses.
• Uploading unauthorized likenesses or copyrighted third-party material to access card forms  Esee Form PAM-CK-001 §4.

4. Relationship to SCP Foundation wiki content

SCP Foundation wiki content remains under its own license and community rules. FCRED is a separate fan project that references SCP-inspired themes. Do not merge the two in a way that suggests wiki endorsement of any token contract.

Policy questions may be filed via Form CA-14 (Personnel Bulletin). Central Accounting may respond on public channels when practicable. This is not legal advice.

1. Personnel filing channels

Central Accounting recognizes the following public filing conventions:

• Access cards  EForm PAM-CK-001; optional HR intake via Personnel Records on X / Reddit.
• Opinions & suggestions  EForm CA-14 only; not for card images or wallet support.
• Token / mint status — Home project status table; Portal Briefing for site overview.
• Training  EForm TRN-OR-001 upgrades card status from UNTRAINED to TRAINED (browser-local).

2. Disbursement programs

Future personnel disbursements (lotteries, hashtag filings, badge submission rewards) are registered on the Disbursement Program Registry. Do not announce prizes off-registry. Accounting despises surprise liabilities.

3. Canteen & lore consistency

Menu pricing on Site-19 Canteen is the reference index for fiction. Central Accounting will not adjudicate whether your coffee tasted like 1.00 FCR. Form CA-14 exists for that grievance.
